Mission-Based and Client-Focused
Kulik Strategic Advisers offers consulting services dedicated to serving the needs of public entities responsible for providing health and social services in their communities.
Our services have formed and transformed health access networks nationally. This success occurs through our hybrid methodology of research and data collection with our analytical approach, conscientious leadership style, and meticulous project planning.
1. Public Health Accreditation Board or PHAB
KSA conducts 2-3 community health assessments and community health improvement plans per year for Public Health Accreditation Board status, whether for initial or reaccreditation purposes. Often, technical assistance is provided with these engagements.
We use the Mobilizing for Action through Planning and Partnerships or MAPP framework, with multiple MAPP 1.0 engagements completed, and 1 MAPP 2.0 project conducted in 2023
Many CHA/CHIP efforts include a strategic plan. KSA conducts 3-4 strategic plans for public health agencies per year.
2. Community Health Needs Assessment
KSA supports health systems with Community Health Needs Assessments as part of their Community Benefit requirement by the Internal Revenue Services to maintain non-profit status. We conduct 2-3 CHNAs per year.
3. Community Health Needs Assessment
Using the Results-Oriented Management Accountability or ROMA framework, KSA conducts needs assessments for Community Action Agencies.
4. Human Service Needs Assessment & Gap Analysis
KSA has conducted human services needs assessments to determine gaps in health and social service provision and assist with finding solution sets. These include a spectrum of funding options.
5. Value-Based Propositions
KSA has worked with DSRIP (Delivery Systems Reform Incentive Payment system) pilots for Medicaid Managed Care. These pilots were conducted with regions representing multiple counties and their community-based organizations. The key deliverable was development of value propositions related to Social Determinants of Health.
What Customers are Saying
I am remiss in acknowledging receipt of the Value Proposition. We are very happy with the quality of the document and it certainly provides us with a direction to move forward with product lines

KSA facilitated a great process, they were very organized and brought a lot of resources, shepherding us (Dosher Memorial Hospital, Brunswick County Health Services, and Novant Health Brunswick Medical Center) through the 2023-2025 Community Health Needs Assessment.

We are using the Needs Assessment/Strategic Plan developed by Kulik Strategic Advisers for our fiscal year 2024 block grant (AKA Community Partnership Agreement). The plan and dashboard is making our work a lot easier with text and visuals as data-driven support for our business case.

We worked with Kulik Strategic on a large data analysis project to create a metric for Respect and Social Inclusion in our community. Kulik Strategic Advisers helped us to fully articulate our project goals and were able to review and analyze data from over three years of community feedback.
